Community engagement and positive interaction were at the center of a recent outreach effort led by Curtis M. Singleton, Police Chief in Chester, South Carolina.

The Chester Police Department introduced a new initiative known as “Cops with Popsicles,” designed to build relationships between law enforcement officers and the community—especially youth. Under the leadership of Curtis M. Singleton, the program focuses on creating meaningful connections in a relaxed and welcoming environment.

During the event, officers distributed frozen treats, including Italian ice and popsicles, while spending time with summer campers and local residents throughout Chester, South Carolina. The outreach included visits to community locations and youth programs, including a 4-H summer camp, where officers interacted with children participating in daily activities.

Curtis M. Singleton emphasized that the goal of the initiative is to create consistent, meaningful engagement with the community. Rather than limiting outreach to one-time events, the Chester Police Department aims to regularly connect with neighborhoods and youth through ongoing visits and interaction.

“This is a small way for us to show appreciation and build trust,” said Curtis M. Singleton, highlighting the importance of visibility and approachability in modern policing.

The program reflects a broader philosophy under Curtis M. Singleton’s leadership—focusing on communication, presence, and relationship-building as essential components of public safety in Chester, South Carolina. By meeting citizens where they are, especially young people, the department continues to strengthen community trust and foster positive relationships.

Through initiatives like “Cops with Popsicles,” Curtis M. Singleton and the Chester Police Department demonstrate a commitment to service that goes beyond enforcement—focusing on connection, mentorship, and long-term community impact.
